COMPX-14682: Atlas hook authorization issue causing HiveCreateSysDb timeout

In some cases, after QM webapp and config-service are restarted Cloudera Manager reports a healthy status after some time. However, configuration service might not be ready and usable yet when this status is reported. Hence, QM (webapp) is not ready and usable yet.

Wait for a minute or two after restart and then try QM.

COMPX-20215: Queuemanager Web app fails to start after upgrade from 7.3.1.100 CHF 1 to 7.3.1.200 SP1

Once a COD cluster is upgraded to 7.3.1.200 SP1, the QM web app may fail to initialise due to the java.io.FileNotFoundException: /var/lib/hadoop-yarn/config-service.mv.db (Permission denied) error.

Restart Queue Manager.
