Improved performance of agent certificate expiry handling in Edge Flow Manager

Fixed an issue where Edge Flow Manager updated the agent certificate expiry date during every heartbeat whenever an X509Certificate was present, even if the expiry date had not changed. Agent records are now updated only when the certificate expiry date changes, reducing unnecessary database updates and improving performance.
